
Kerala Leads India with First-Ever ‘Faceless Adjudication’ in Indirect Taxation
The State Goods and Services Tax (SGST) Department has introduced the Faceless Adjudication System, marking the first time a state in India has implemented such a reform in the indirect tax system. Effective from August 1, this system enables end-to-end digital tax assessment, allowing taxpayers to handle processes like receiving show cause notices, submitting replies, attending hearings, and receiving final orders entirely online—without any physical interaction with adjudicating officers.
Initially launched on a trial basis in Pathanamthitta and Idukki districts, the system ensures that show cause notices issued by the department’s audit wing are adjudicated by non-designated tax assessors, ensuring impartiality. This reform aims to eliminate subjectivity, prevent the neglect of written submissions, and guarantee taxpayers a fair opportunity to present their case.
Designed to align with the state’s Ease of Doing Business policy, the system modernizes tax administration, making it more transparent, objective, and business-friendly. By allowing hearings through online meeting platforms and document submissions via the GST Common Portal, it reduces unnecessary appeals and litigation, saving time for both taxpayers and the department. This tech-driven initiative represents a significant milestone in Kerala’s taxation reforms, setting a model for other states to follow.
